Kirk Effinger – Century 21 Affiliated

I grew up in and around the real estate business. Some of my earliest memories are of accompanying my
dad, also a licensed real estate broker as well as a general contractor, on construction sites, doing
construction cleanup as a boy and as a teenager spending vacation days working as a laborer on
construction sites.

After service in the Air Force, my adult work career began with my selling lumber in bulk to builders and
contractors for one of the largest lumber companies in California. I later went back into construction as a
superintendent for a large California builder, helping to supervise construction of hundreds of homes from
Northridge to San Diego. I later became a project manager and obtained my real estate license while
working for another developer.

I spent the next twenty-five years in the mortgage industry as a loan officer, branch manager, and division
vice-president at various firms. I was active in the North San Diego County Association of REALTORS®
as an affiliate and had the pleasure and distinction of being named “Affiliate of the Year”, as well as being
the first affiliate to be invited to serve on that association’s Legislative Committee.

In 2006, I could see dark clouds on the horizon, and decided to make a switch away from the real estate
industry I had been involved in my entire life, starting a magazine publishing company with my daughter.
We had a good run, but became victims of the economy and, in 2010, shut down the business. So, it was
back home to real estate, but this time as a broker associate/agent.

It’s important to me to be involved in my community. Over several years I have volunteered and served
on numerous commissions and non-profit boards. I will be stepping down as the board chair of the
Palomar Health Foundation in North County San Diego after four years of service in that role, and am a
member of the Murrieta Rotary Club.

I currently serve on your association’s board of directors . I am chair of the SRCAR Legislative
Committee, and am a member of the association’s Finance Committee and Networking & Property
Preview Committee. In those roles I am working to improve transparency and efficacy of the committees
to better serve our members. I also currently serve as a CAR Director and in that capacity serve on
CAR’s Legislative and Taxation & Government Finance Committees.

My wife Kaye and I have lived in Murrieta since 2018. I have two grown children. Daughter Kelly is my
graphic designer, and my son Sean works in the biotech industry.

Scott Farnam – Farnam & Associates Real Estate

I have been a dedicated resident of the Temecula Valley since 1989, and I believe I have made a
positive impact in both my professional and community endeavors. Although my proudest achievement is being
a father to three exceptional sons. With a strong background in service and leadership, I have a distinguished
record of accomplishments:

Military Service:
I served in the United States Army

Law Enforcement Experience:
I dedicated 10 years as a reserved deputy for the San Bernardino County Sheriff’s Department.

Business Expertise:
A licensed general contractor since 1991, specializing in construction defect repair, high end remodels, custom
homes, commercial/residential development, and project management. In 2001, I ventured into real estate, fell
in love with helping others achieve the American dream and became a real estate broker in 2004. I am the
proud owner of Farnam & Associates Real Estate, a full-service brokerage specializing in residential,
commercial properties, land, and property management.

Political Leadership:
My commitment to the community extends to public service as a former Mayor and City Council Member for the
City of Wildomar.

Community Engagement:
An active member of various esteemed organizations including VFW, Elks, Rotary, Scouts, Youth Sports,
Urban Land Institute, ICSC, AOA, and numerous other community groups.

Board, Commissions and Committee Experience:
I have contributed my expertise to several boards, committees, and commissions, including but not limited to
the Riverside County Flood Control, Riverside Conservation Authority, Riverside County Habitat Conservation
Agency, Riverside County Transportation Commission, Western Riverside Council of Governments, Southern
California Association of Governments, and the Grievance Committee for SRCAR.

I’m a firm believer in mentoring and giving back which has driven me to an unwavering dedication to service,
leadership, and community involvement. I have challenged myself to make a positive impact in the lives of
others. I’m excited to see what the future holds and write the next chapter of this bio.
